Explanatory Memorandum

The object of this Bill is to -

(a) repeal and replace the provisions relating to the

censorship of films presently contained in the

Places of Public Entertainment Ordinance (Cap.

172) and in the Film Censorship Regulations 1987

(L.N. 154/87) made under that Ordinance; and

introduce a new system of film classification.

Part I comprises clauses 1 and 2. Clause 1

provides that the Bill shall come into operation on a date

to be fixed. Clause 2(1) sets out definitions of terms

used in the Bill, including definitions of "exhibition" and

"film". Clause 2(2) is an interpretative provision which

specifies, in relation to the exhibition of a film, the

person who shall be taken to exhibit the film for the

purposes of the Bill.

3. Part II comprises clauses 3 to 6.
