19. (1) Where a film in respect of which a
certificate of exemption has been issued under section 9 or
a certificate of approval has been issued under section 13
is exhibited, a person who upon moral, religious,
educational or other grounds is aggrieved by the exhibition
of the film may by notice in writing which
(a) states the reasons why he is so aggrieved; and
(b)
is delivered to the Chief Secretary, in such
manner and at such place as is prescribed,
request the Board to review under this section the decision
of the Authority or a censor under this Ordinance which has
resulted in the issue of the certificate in respect of the
film to which that request relates.
(2) Where a request is made under subsection (1), the
Chief Secretary may, after taking into consideration the
matters referred to in section 10(2), by delivering that
request to the Secretary, direct the Board to review the
decision to which that request relates.
(3) Where a request under subsection (1) is delivered
to the Secretary under subsection (2), the Secretary shall
forthwith deliver to the person to whom the certificate
referred to in subsection (1) was issued in respect of the
film to which that request relates
