Disposal of Marine Sludge
I spoke to NCNA n the above proposal as
agreed (your Telno 2180 and my Telno 4627). The minute recording this is enclosed. The only part not recorded
is my explanation of what comprised 'sludge', for which Chen Guoping was most grateful!

The delay in speaking to the Chinese was caused by the need to draw together the data on the environmental and technical acceptability of the dumping site in a form suitable for handing over to the Chinese.

Chen Guoping has told me on the phone since that he will be passing the speaking note and technical statement to the environmental authorities in Guangdong. Let us hope that they respond quickly since the Environmental Protection Department are anxious to get a move on with the various associated projects.
