NOISE CONTROL ORDINANCE 1988

This Ordinance extends and improves existing controls for the minimizing and abatement of four main types of noise as follows
(a)
general neighbourhood noise from domestic premises and public places;
(b) noise from construction works;
(c)
noise from industrial and commercial premises; and
(d) noise from items of plant or equipment.
Piecemeal controls, which were contained in several different Ordinances, including the Summary Offences Ordinance (Cap. 228), the Public Health and Municipal Services Ordinance (Cap. 132) and the Factories and Industrial Undertakings Ordinance (Cap. 59) have been consolidated into this Ordinance.
Part I deals with interpretation and the appointment under a Noise Control Authority to administer its provisions.

Part II deals with the control of noisy activities. Sections 4 and 5 relate to noise in any domestic premises or public place which is a source of annoyance to any person. Under section 4 it is an offence to make such a noise between 11 p.m. and 7 a.m. or on a general holiday. Under section 5 it is an offence, under specified circumstances, to make such a noise at any time.

Sections 6 and 7 relate to noise from construction
work. Section 6 makes it an offence to carry out percussive piling between 7 p.m. and 7 a.m. or on a general holiday. It is
also an offence under section 6
(a) to use powered mechanical equipment or carry out
prescribed work between 7 p.m. and 7 a.m. or on a general holiday; or
