A draft Waste Disposal Plan has now been prepared under Part II of the Waste Disposal Ordinance (WDO). This plan is а comprehensive statement of the Government's policies on waste disposal. It includes arrangements for the collection and disposal of all solid wastes, details of disposal sites and methods to be used. consultation with the District Boards, municipal councils and EPCOM, the plan will be submitted to this Council for Members' consideration next year.

Municipal Waste

The strategy that has been developed for the disposal of household, commercial and construction wastes comprises a series of refuse transfer stations in urban areas, serving very large landfill sites in remote

in remote areas. Paragraphs 4 to 6 of memorandum XCR (88) 20, extracted

XCR(88)20, at Annex C,

C, describe the existing situation and the new strategy in more detail. The first refuse transfer station will be commissioned in mid 1990

1990 at Kowloon Bay, with a second proposed for Chai Wan on Hong Kong Island in 1991-92.

This strategy provides not only for the increasing amounts of waste that must be disposed of, but also for the phasing out of the municipal incinerators which cause considerable air pollution.

Livestock Waste

The livestock waste control programme seeks to control the serious water pollution caused by livestock farming. Under the Waste Disposal (Amendment) Ordinance, livestock keeping is banned in the urban areas and new towns and controlled elsewhere. The implementation of the programme is phased over nine years.

Phase I of the livestock waste control scheme came into effect on

on 24 June 1988, when livestock keeping was banned in the urban areas and controls were implemented in the Tolo, Angler's Beach and Mui Wo areas. Demonstration projects are being set up on private farms to show farmers the various methods available to treat and dispose of

livestock waste.

Chemical Waste

Approximately 100,000 tonnes of chemical waste will be produced this year. Members will shortly be asked to advise on various aspects of a contract to develop a chemical waste treatment centre (CWTC) in Area 21 on Tsing
