than members of the Directorate. The Standing Committee on Directorate Salaries and Conditions of Service performs the same function in respect of Directorate Officers (about 1000).

Present Situation

The Hong Kong Government is committed to maintaining the stability and prosperity of Hong Kong, and governing Hong Kong effectively and efficiently during the transition period. As the executive arm of the Government, the civil service bears the brunt of these responsibilities. As Hong Kong develops, there has been increasing public involvement in community affairs and greater demands on
services. The community has developed a greater civic
awareness of its own rights and the obligations of the
Government. Public debate on government programmes
is
lively and the fullest possible justification of any government measure is expected as a matter of course. As a result, greater accountability of government actions and greater responsiveness of the civil service
to the public has become of prime importance.
