(b) in regulation 27(a), by deleting "Director" and substituting the
following-
"Chairman".
Explanatory Memorandum
The main purpose of this Bill is to enable the members of the Dental Council of Hong Kong to elect the Chairman of the Council instead of having the Director of Medical and Health Services as the ex officio President and Chairman. By this Bill, the Registrar also replaces the Director of Medical and Health Services as an ex officio member of the Council.
2. Clause 2(a) includes in the definition of "Chairman" a member elected to act as Chairman in the latter's temporary absence. Clause 2(b) deletes the definition of "Director".
3. Clause 3 removes the ex officio membership of the Director and makes the Registrar an ex officio member and consequently makes provi- sion for appointment of other members by the Governor, instead of by the Director. The same clause also enables the Governor to appoint one lay member and provides for the election of the Chairman by the members and the term of office, absence and resignation of the Chairman. Clause 3 also amends section 4(2)(b) to substitute a description considered more appro- priate for the post referred to therein, and which is consistent with the description in clause 5.
4. Clauses 4 and 6 remove the title of "President" which is considered not necessary and provide for the Chairman or the Secretary to discharge such functions.
