VIETNAMESE BOAT PEOPLE IN HONG KONG

1. I have discussed with Mr Crabbie. We both oppose HM Ambassador's suggestion that we should volunteer payment for the accommodation of the Vietnamese team in London in order to match the treatment our team received in Hanoi. It is not HMG's normal custom to provide such accommodation and I do not think reciprocity is necessarily needed. Certainly my Bahrain experience was that HMG were regularly much meaner in the facilities provided on such exchanges than were the Bahrain Government and no one complained.

2. I accept that in the present case short of volunteering to pay for accommodation you might find that things develop in a way which makes it clearly and unarguably embarrassing to fail to pay hotel bills. If that proves to be the case Mr Crabbie and I believe that your AUS programme budget would be a more appropriate source of funds than your travel budget. In either case you would have to bear in mind that running costs are tight and money spent for this purpose is unlikely to be made up at the half-year review.
