4. Dr Barber is a helpful and responsible contact. He called on the Secretary of State with Lord Chitnis in June to discuss the boat people problem. I have taken care to keep him in the picture about our thinking and I believe that has yielded good results. recent letter in the Independent (attached) is commendably sensible and realistic. I believe that we should accede, his request if possible. A meeting with representatives of component organisations of the British Refugee Council would strengthen the good channel of communications we need to maintain with the Council. I think it would be appropriate for Lord Glenarthur to receive the
representatives.

The organisations will doubtless have criticisms to make of Hong Kong's new policy and the Government's tardiness in announcing further commitments on resettlement. We will provide a full and
