Experience shows that, with initial help and support,

Vietnamese refugees can make a success of life in

Britain. In Middlesborough, for example, there are

seven Vietnamese refugee families, of which three own

their own businesses; a fourth business has just been

set up by two more Vietnamese who have moved into the

area from London. A new Vietnamese restaurant has

opened in Peckham High Street, employing seven people.

And some Vietnamese refugees are achieving exceptionally

good academic results: one case that has come to our

notice is that of a 22-year-old Vietnamese boy, who has

recently graduated from Girton College, Cambridge, with

an Honours Degree in Electrical Engineering and Sciences.

He arrived in Britain nine years ago with only

rudimentary English.

The Foreign Secretary hopes that the Prime Minister

will agree that we have created the right conditions, and

are adopting the right procedures, to facilitate

job-creating investment from Hong Kong and elsewhere.

He also hopes that the Prime Minister can also accept

that a suitable case has been made for an additional

commitment to resettle boat people from Hong Kong;

that an announcement should be made about this in the

near future.
