1. On his return to the Office, Lord Glenarthur has seen copy of Mr Powell's (No 10) letter of 5 December to the Private Secretary, in which is established some linkage between the resettlement in this country of Vietnamese Boat People from Hong Kong and the issue of British citizenship for Hong Kong people wishing to settle in the UK.

Lord Glenarthur is very unhappy about this development, not least because it is almost certain to delay the outcome of the current consideration of a new resettlement quota. Lord Glenarthur is greatly concerned that we should be able to make at least some response to the campaign being waged principally by Lydia Dunn before his visit to Hong Kong on 6 January.
