Tegislative Council goes into recess on that day.
The text could be withheld from public release until the
Home Secretary had informed Parliament of our decision in
reply to an inspired Parliamentary Question on the same
qay. We shall be ready to submit drafts early on 19
December if the Prime Minister wishes to proceed in this
way.
