The Foreign Secretary has seen Philip Mawer's
letter to you of 16 December answering the Prime
Minister's further questions about ways of attracting
Hong Kong business talent to the United Kingdom.

Sir Geoffrey Howe fully endorses the approach
underlying this further letter. He believes that it
strikes the right balance. On the one hand we wish to
use all the flexibility offered within the existing
statutory framework to welcome people from Hong Kong with
funds for investment or with entrepreneurial skills, and
to make known discreetly our readiness to do so. On the
other hand we do not want to put in doubt either our
overall immigration policy or our commitment to Hong
