too brutally it could have a strongly counter-productive effect on the other resettlement Governments whom we shall be approaching for

an increased contribution. I hope this can be agreed by all

concerned.

But if it was felt necessary to make the conditionality a little more explicit, this could at a pinch be done by expanding the final sentence to read "In the light of the response that we receive we hope to be in a position soon to confirm our decision and

go ahead with our new plans".

The draft letter to No 10 also spells out the immediate action necessary to give advance warning to Miss Lydia Dunn and to put the resettlement Governments on notice that we shall be making a formal approach to them in the near future. Telegrams to that

effect are being drafted: but they cannot of course be sent until we know the agreed terms of Mr Eggar's statement.
