Thank you for your letter of 10 December about Vietnamese
boat people in Hong Kong.

I am very conscious of the substantial increase in the
number of boat people in Hong Kong that has taken place
in the past year. I am also well aware of Hong Kong's
exemplary record in offering over the years temporary
refuge to over 130,000 boat people from Vietnam, and of
the splendid way in which the territory has coped with
the recent influx.
Hong Kong can be justly proud of
this.
