You will be aware that a group of agencies Refugee Action, Ockenden Venture, Save the Children Fund, Vietnam Refugees National Council and National Indochina Association - have called on your Government to accept refugees from Hong Kong at the rate of 60 per month for an initial period of two years. That seems to us to be a realistic proposal, and it would have considerable impact on the refugees' situation. It would send a clear message to other resettlement countries that Britain is making a special effort to resolve this sad problem once and for all. The present British quota of about 20 per month, which is no more than Hong Kong itself is offering, is totally inadequate.

You will know that Hong Kong Legislative Councillors have recently made a similar appeal for your Government to increase resettlement, and the Hong Kong community is now looking to you for a positive response.
