continuation of our present programme to resettle refugees meeting family reunion critera;
an additional commitment to resettle limited numbers of "UK
refusal cases", refugees with special skills and
"long-stayers"; and
arrangements to permit sponsorship of refugees by private
groups.

The overall effect of this additional package would be to
permit our present resettlement commitment to run on at its present
rate of 20 a month for a further ten months when the present
commitment expires, and in addition the resettlement of a further
ten per month over a period of two years beginning from now. I attach PS/Lord Glenarthur's record of that meeting, together with
the paper which we gave to the Home Office setting out our ideas.
Mr Renton held out no particular hope of a positive response: but he
undertook to give our ideas careful consideration.
6. In the meantime it would make for bureaucratic tidiness if a
reply was sent to the Home Secretary's minute, so as to tie up the
question of the shortfall within our present commitment to resettle
the 468. This will enable the Home Office to reply to enquiries
from UNHCR, and we will also then be in a position to reassure the
Hong Kong Government on the same point. The draft expresses
appreciation of the Home Secretary's decision on the shortfall and
refers to the continuing exchanges between Lord Glenarthur and Mr
Renton.
