5. We all recognise resettlement will not solve the problem. But

must seek to contain it politically and numerically, while we pursue

longer-term solutions. Our present response is not seen in Hong

Kong or by other governments as commensurate with scale of problem

and nature of our direct responsibility for Hong Kong. Governor is

under increasing pressure to adopt harsher measures: could place him

and us in extremely difficulty political position.

6. We have concluded that only renewal of our commitment now will

properly demonstrate our determination to help Hong Kong tackle

problem.

Our preference would be for outright additional commitment be announced no Outline as follows (could give more details):

(a)

continuation of present family reunion scheme, We believe

about 200 additional refugees meet criteria. Suggest they are taken

as follow-up, maintaining present rate of 20 a month;

(b) additional commitment of 10 a month from about now

240 over 2 years. Could comprise:

(i) UK refusal cases (we believe there are 100, excluding a

number caught under (a))
