Pressures building in Hong Kong. Hong Kong Government addressing practical problems: urgent search for additional accommodation to reduce overcrowding. Aware of calls from Councillors and public for review of policy, introduction
of tougher measures.
No decisions have been taken on new measures. Plan to discuss situation
with Governor in Hong Kong at end of month.

Understandable that people in Hong Kong should want Hong Kong Government to review present policy and to consider whether it is appropriate that all arrivals. by boat from Vietnam should be given refugee status. We and Hong Kong Government
are of course very conscious of our responsibilities to genuine refugees. My
forthcoming visit will enable me to assess situation at first hand. Until then
I cannot go further than that.

Return to Vietnam under suitable safeguards of those who do not meet the
criteria of refugees. This will need careful discussion with Vietnamese and
UNHCR to ensure satisfactory treatment on return.

conditions in the centres are as humane as possible.
