VIETNAMESE BOAT PEOPLE IN HONG KONG: RESETTLEMENT IN THE UK
Problem
The Secretary of State proposes to discuss with the Home
Secretary the further resettlement in the UK of Vietnamese boat
people.

Recommendation

I recommend that the Secretary of State seek a bilateral
meeting with the Home Secretary to agree a package for submission to
the Prime Minister. I further recommend that our opening bid should
be as follows:
(i)
(ii)
continuation of the present family reunion scheme on the existing basis once the present quota of 468 is exhausted in
May or June 1989. About another 200 meet the same family reunion criteria: they would continue to be resettled at a
rate of 20 a month;
an additional quota which might be drawn from the following
categories:
(a) "UK refusal cases";
(b)
(c)
(d)
long-stayers;
refugees selected on the basis of skills;
refugees sponsored by organisations or individuals.
Resettlement under this heading would run at an additional 10
a month until resettlement under (i) is exhausted, and
