UNHCR's assertion that the principle of non-refoulement is binding on non-signatories of the 1951 Convention (para 5) seems curious. (When is a Convention not a Convention?) Am I right in thinking that we would want to avoid any suggestion that states have an obligation to adhere to Conventions they have not signed?
