Our aim therefore should be to keep a low profile, not to take the lead in disposing of the Australian ideas but avoid allowing the paper to overshadow more practical initiatives. We should be content for the Sub-Committee to refer the paper to an inter-sessional group of experts. You will have seen from the enclosure to Richard Edis' letter of 24 September to Geraldine Tucker that the Australians envisage that their initiative will have a longer time-frame than the 35th Assembly.
