Proposal appears to involve derogation from existing Convention. ›

States which find it inconvenient or, worse to adhere to existing, instruments would find it little more convenient to adhere to a revised refined version. If countries can be induced to allow refugees to remain by giving them less than full refugee asylum status 'residue ' problems, may arise.

While in favour of equitable burden sharing no potential resettlement country is going to accept open ended commitment,

Our aim therefore should be to keep a low profile, not to take the lead in disposing of the Australian ideas but avoid allowing the paper to overshadow more practical initiatives. We should be content for the Sub-Committee to refer the paper to an inter-sessional group of experts. You will have seen from the enclosure to Richard Edis' letter of 24 September to Geraldine Tucker that the Australians envisage that their initiative will have a longer time-frame than the 35th Assembly.
