(2) the Western countries should take a positive attitude to
accept Vietnamese Refugees stuck in Hong Kong for resettlement;
(3) the United Nations High Commission for Refugees (UNHCR) should
take on the responsibility and fund the expenses incurred on
Vietnamese Refugees in Hong Kong;
(4) if Britain objects to the abolition of Hong Kong being a port
of first asylum, then, the expenses on those Vietnamese
Refugees who arrive in Hong Kong from now onwards will be
borne by the United Kingdom;
(5) when appropriate, the closed centre policy should be reviewed.
On humanitarian grounds, Hong Kong has taken a positive attitude
towards and practical action on the problem of Vietnamese Refugees. But
the threat of a large number of influx refugees should be stopped.
