A commitment should be sought from Vietnam on a moratorium on organized illegal departures, as well as to abide by the obligation to accept the return of its own citizens. Concerted demarches should be made by all governments concerned on Vietnam in this regard. Concerted pressure should also be applied on Vietnam to cooperate with the international community in the search for durable solutions.

In view of the dismal record of Vietnam, the UNHCR and the international community should exert greater effort to actively negotiate voluntary repatriation arrangements with Vietnam. In this regard, UNHCR should quickly identify potential candidates for voluntary repatriation.

Another international conference on Indochinese refugees under UN auspices is desirable in light of the changed circumstances since the 1979 Geneva Conference, and consequently the need for new approaches.

All participants felt that this seminar was very useful and that further meetings bringing together the ASEAN countries and Hong Kong should be held for purposes of regional coordination on refugee matters. They expressed their appreciation to the International Studies Centre for organising the seminar and to the Ford Foundation for its support for the seminar.
