Being deeply distressed at news of your prime minister's agreement in matters relating to Vietnamese asylum-seekers arriving in Hong Kong, we have communicated our concerns to Prime Minister Thatcher in a cable. I am taking the liberty of advising you of the text thereof as enclosed.
I put myself at your disposal to further discuss this concern and alternative solutions which were deliberated at The Conference on the Crisis of First Asylum in Southeast Asia convened by the Indochina Resource Action Center and attended by over 300 participants (Indochinese-Americans community leaders, representatives from the countries of first asylum and resettlement, and refugee policy experts) in Washington, D.C. this week. We will forward to you the summary proceedings as soon as they are available.
