The informal
seminar of First Asylum countries, held in Cha-am from 25-28 May, appears to have been a useful exercise in as much the regional implications of the problem of refugees had been discussed together by all those concerned for the first time. The package of recommendations thought to be needed to counter the continuing high levels of illegal emigration from Vietnam contained no surprises, but represents a more cohesive attempt by all First Asylum countries to look at the options for the future. This package has been subsequently considered by the ASEAN Working Group and also by the ASEAN Senior Officials during their meeting last week. ASEAN Foreign Ministers will review the proposals at their meeting here early next month, as well as the call for a new Geneva style conference, to implement these proposals, between First Asylum, Resettlement and Donor countries and Vietnam. The Thais believe there is only a limited period for new measures to be introduced before more drastic action will have to be taken.
