After discussing with you the contents of FCO telno 924 to Hong Kong by telephone, I called on Mr Issaka, the Head of UNHCR's Resettlement Service, on 2 May. We discussed the ex-Fang Cheng cases and his April 1988 visit to Canada and the US. A copy of my note for the file recording our conversation is enclosed.

You will see that UNHCR intend to handle the Hong Kong ex- Fang*cases and the remaining 91 Fang Cheng cases in China together, to avoid a pull-factor. You will also see that Mr Issaka asked

if the Hong Kong authorities would agree that the ex-Fang Cheng cases could be resettled from Hong Kong; and
how the UK intended to handle the UK link cases, of which there are 23 in Fang Cheng; there may also be some among the Hong Kong ex-Fang Cheng caseload.
The UK response to these two questions would not only influence UNHCR's handling of the caseload but would also influence the US and Canada in their handling of their link cases and, especially as far as the Canadians are concerned, the possibility of their accepting "non-link" cases. I should be grateful for guidance on how to reply to these two points.
