Thank you for your recent letter asking for the findings of the two JPS appointed by the Governor of Hong Kong to look into the disturbances at Hei Ling Cha on 19 July.

The report, which was made public early in October recognises that the Correctional Services Department were operating under considerable pressure at the time of the incident but concludes that unncessary force was used by some unidentified Correctional Services Department staff on 19 July.

3. The public line to take on this report was in our telno 2606 which was given a wide circulation (including Paris). consisted of what is said in para 2 above as well as the following:
"We note that the Hong Kong Government have acted very quickly as a result of the report to examine operational procedures, and to consider whether disciplinary action should be taken against the staff involved".
