1. Please refer to Hong Kong tel 3303 to FCO of 7 September about the allegations of ill-treatment at the Hei Ling Chau Detention Centre.
2. Paragraph 2 (E) mentions that the Governor appointed two justices of the peace to make an independent assessment of the complaints and to report to him by 20 September.

I would be grateful if you could let me know the findings of this report when they are made public since I have received several requests within France for this information.
