The Standard Minimum Rules for the Treatment of Prisoners (adopted by the First United Nations Congress on the Prevention of Crime and the Treatment of Offenders, held at Geneva in 1955, and approved by Economic and Social Council by its resolution 663C (XXIV) of 31 July 1957 and 2076 (LXII) of 13 May 1977);
The Code of Conduct for Law Enforcement Officials (see General Assembly resolution 34/169 of 17 December 1979);
The Principles of Medical Ethics Relevant to the Role of Health Personnel, particularly Physicians, in the Protection of Prisoner and Detainees against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (see General Assembly resolution 37/194 of 18 December 1982).
I am now in the process of receiving and analysing the materials which have been recently submitted. In this connection, I should like to bring to your Government's attention information I have received relating to your country. A brief description of that information is attached to this letter.
Information concerning the scope and progress of any investigations concerning the matter referred to in the annex to this letter would be most helpful, as will as any views thereon that Your Excellency's Government may wish to communicate. In view of my obligation to report to the Commission and to seek and receive credible and reliable information (res.1988/32) it would be most appreciated if Your Excellency could provide me at your earliest convenience with the information mentioned above.
