Dear Mr. Ambassador,
I have the honour to refer to Commission on Human Rights resolution 1988/32 entitled "Torture and other cruel inhuman or degrading treatment or punishment" (copy enclosed), by which the Commission extended my mandate for two years in order to enable me to submit further
I am to present a conclusions and recommendations to the Commission. report to the Commission at its forty-fifth sesion in 1989. Commission also decided that, in carrying out my mandate, I should continue to seek and receive credible and reliable information from Governments, specialized agencies, intergovernmental organizations and non-governmental organizations.

It may be recalled that since the original mandate of Special Rapporteur was established in 1985, I have received from different sources, information concerning allegations of the practice of torture which were transmitted to the Governments concerned with a request for clarification. My reports to the forty-second, forty-third and forty-fourth sessions of the Commission on Human Rights (E/CN. 4/1986/15, E/CN.4/1987/13 and E/CN.4/1988/17 respectively) may be referred to in this connection.
As my mandate concerns the physical and mental integrity of the individual the following International Instruments would seem to be of direct relevance to the subject of my mandate.
