1. No 10 have asked for a draft reply from the Prime Minister to a letter from US Congressman Norman Mineta about the visit to Hong Kong by a representative of the Indochina Resource Action Centre (of whose Honorary Advisory Committee Mr Mineta is a member).
2. I submit a draft letter from the Prime Minister, together with a covering Private Secretary letter explaining the essential background. The drafts incorporate comments from the Hong Kong Government and HMA Washington.
3.
Congressman Mineta also wrote to HMA Washington along similar lines. The text of the reply was sent to us by telegram. Our own draft reply is on similar lines.
