MR GILLMORE'S MEETING WITH ROGACHEV IN MOSCOW:13-14 SEPTEMBER:
VIETNAMESE BOAT PEOPLE IN HONG KONG
1.
I understand that you will be accompanying Mr Gillmore to
Moscow. You may find it helpful to have background on our dealings
with the Russians over Vietnamese boat people in Hong Kong.
2. We have raised the question on two occasions in recent months,
one of these at Foreign Minister level. I attach the relevant
telegrams.
3.
To reinforce these démarches it would be most helpful if
Mr Gillmore could be briefed to raise the matter at the meeting with
Rogachev. We need to press the Soviet Government to impress on the
Vietnamese the importance of:
(i) taking effective measures to stop the outflow of boat
people; and
(ii)
accepting the return of all those who are not genuine
refugees
