UNGA: CAMBODIA RESOLUTION
/* 1. I attach a copy of a minute outlining a number of suggestions for maintaining pressure on Vietnam to resolve the problem of boatpeople in South East Asia. We would welcome your preliminary views on option ii: addition of a paragraph to the regular UNGA resolution on Cambodia.
2. As the minute records, the current text of the resolution would not easily accommodate a paragraph on refugees. The only opening would be preambular paragraph 13 which refers to freedom and neutrality in South East Asia, but even that does not offer any scope for the type of addition we would be seeking. Much therefore depends on the ASEANs' intentions for adjusting the text to take into account recent developments, particularly Vietnam's troop withdrawals and the Jakarta Informal Meeting. If the text is adjusted to welcome such efforts at resolving the situation in Cambodia, it might be possible to add a paragraph concerning similar efforts to resolve the outflow of boatpeople.
We would welcome your preliminary views on this idea and any indication you might be able to glean of ASEAN intentions.
