1. The Secretary of State recently undertook to let Sir P Goodhart A have details of action being taken internationally and bilaterally
with the Vietnamese to resolve the problem of the Vietnamese boat people.
Recommendation
2. I recommend that, in the Secretary of State's absence, Lord Glenarthur replies on the lines of the attached draft. SEAD
concur.
Background
3. The draft reply deliberately focusses on action which HMG and the Hong Kong Government have been taking or are taking on the international and bilateral fronts. Sir P Goodhart's enquiry provides a good opportunity to demonstrate the efforts we have been making to resolve this difficult problem.
