VIETNAMESE BOAT PEOPLE: TALKS IN HANOI
1. Lord Glenarthur was grateful for your minute and enclosures of today's date, and for your speedy action in response to Hanoi telno 280.

Lord Glenarthur is greatly disturbed to see that a flash telegram took two and a quarter hours to reach the FCO. He would like an explanation of this.

Lord Glenarthur shares the reservations set out in FCO telno 174 to Hanoi about the line on reintegration assistance proposed by the delegation in Hanoi for the planned joint press statement. He agrees strongly with the alternative language you proposed, and hopes that there will be no need to go beyond this. Lord Glenarthur has reflected on the discretion given to the delegation in the last paragraph of this telegram and agrees that, on balance, this is an acceptable price to pay for an joint statement which meets our other requirements.

If this line is in fact used, Lord Glenarthur considers that careful briefing will be needed in response to any enquiries, in order to set this point firmly in context. The "if pressed" line cleared for the delegation to use (and included in SEAD's briefing for the call this afternoon by the Vietnamese Ambassador) will be helpful in this respect.
