Lord Glenarthur was grateful for the assessment in your minute of 3 August of the accommodation and manpower problems facing Hong Kong in respect of the continuing arrival of Vietnamese.
2. Lord Glenarthur agrees fully that the Hong Kong authorities are doing all they reasonably can to cope with a difficult and deteriorating situation. Lord Glenarthur agrees in particular with the assessment in paragraph 4 of your minute of the impact the current problems are having on public opinion in Hong Kong and, in turn, on the Hong Kong Government and on LegCo.

Lord Glenarthur considers that all this underlines the need to pursue with vigour the search for a satisfactory solution of the root causes of the problem. In the meantime, we shall have to hope for the best.
