MEETING ON 29 JUNE WITH MR BAYANDOR AND MR BARI OF UNHCR
VIETNAMESE BOAT PEOPLE IN HONG KONG
Objectives
To seek UNHCR's cooperation and support for the new policy in
Hong Kong.
In particular, to press UNHCR promptly to send legal and technical experts to Hong Kong to advise on the screening
procedures.
To urge UNHCR to press ahead with their negotiations with Vietnam for the return of non-refugees.
To note that we will wish to discuss financial arrangements for Vietnamese boat people in Hong Kong at a later stage.
Points to make
(a) The need for the new policy
Recent substantial increase in arrivals in Hong Kong. By June, over 17,000 Vietnamese boat people in Hong Kong compared with less
than 8,000 a year ago.
Over 8,500 arrivals in 1988, about 1,000
departures for resettlement.
Overwhelming majority of new arrivals are ethnic Vietnamese most from north Vietnam, farmers and fishermen seeking a better life. Unlikely to meet refugee criteria as defined by 1951 Convention. No realistic prospect of resettlement in the West.
Rapidly deteriorating situation in Hong Kong.
Concluded that
new policy could not be delayed. Introduced on 16 June. No push offs. New policy designed to preserve access to resettlement for genuine refugees. Those screened out will be given temporary safe haven in humane conditions.
