Dear Christopher,
1. I attach a copy of a letter we have just received from the American Permanent Representative in Geneva relating to the new policy in Hong Kong on Vietnamese boat-people.
2.
You have already seen the US Government statement of 17 June, attached to the Ambassador's letter. You will wish to note, however, continuing concern about the warning notices and the possibility of family reunification cases of interest to the US being screened-
out.
3. These two points and the last paragraph in the US Government's statement (which refers to UNHCR's current criteria for determination of refugee status for Vietnamese boat-people - which go wider than the 1951/67 criteria) are also shared by UNHCR.
