1. Lord Glenarthur has seen a copy of Peking telegram number 1175, in which Sir A Donald suggests that we should not make a formal approach at this stage to the Chinese to seek an account of what they are doing about coast hopping by Vietnamese boat people.
2.
Lord Glenarthur agrees with Sir A Donald that he should take this matter up informally. There may be a need for a more formal exchange on the invitation from the Vietnamese for bilateral talks, which Sir A Donald might use to raise coast hopping if he thought it appropriate.
