The Secretary of State has seen your submission of /7 July. He agrees with your recommendations.
Looking ahead, it is possible that these contacts could provide us with a channel to the Vietnamese on which to put our views on Cambodia (when we have developed them). For the moment, however, we should certainly resist any Vietnamese attempt to broaden the agenda of the proposed meeting. Nevertheless, the Secretary of State thinks that Mr Patten may be interested in these developments.
I am, therefore, copying your submission to his office. I should be grateful if you could keep him in the picture.
