In essence our aim will be:
(i)
to record firmly at the outset that we are dealing with a
problem of Vietnam's own making which it is for Vietnam
to resolve;
(ii)
(iii)
to focus thereafter on the practicalities of preventing
the outflow of Vietnamese and facilitating their return
under acceptable conditions;
so far as possible to resist Vietnamese attempts to give
aid a central place in the discussions and to use it as a
condition of progress over repatriation.
