VIETNAMESE BOAT PEOPLE IN HONG KONG: STRATEGY FOR TALKS IN HANOI
Problem
1. What strategy should be pursued by the team from HMG and the
Hong Kong Government in next week's talks with the Vietnamese on the
return of boat people from Hong Kong?

I submit a draft telegram to Hong Kong, setting out our
proposed strategy. SEAD concur.

Background and Argument
3. It is now agreed that the team for the talks should comprise
the Political Adviser and the Secretary for Security in the Hong
Kong Government, together with the Head of SEAD. We are aiming to
hold the talks at the beginning of next week.
4.
The telegram is very largely self-explanatory. It takes the
form of a reply to Hong Kong telno 2658, setting out the Governor's
ideas. They do not give us major difficulties, but they are not
very rigorous in their analysis of likely Vietnamese objectives or the tactics we should pursue.
