EUROPEAN POLITICAL COOPERATION: MINISTERIAL MEETING, ATHENS, 18 JULY 1988

The Secretary of State will represent the UK at this meeting. The Greek Presidency have not yet circulated an agenda. It will only become clear following the meeting of the Political Committee in Athens on 12/13 July. To allow adequate time for preparation of briefs, I must therefore commission briefing now on the basis of my expectation of subjects that will come up. A list is at Annex A. All briefs should be in standard FCO format.

Twenty five copies of briefs in final form (two with Points to Make on blue) should reach the Political Cooperation Unit, Room W68, by the end of the day on Thursday 14 July. Briefs touching on Community issues should be cleared with the appropriate desk officer in ECD (E). I should be grateful for a chance to comment on briefs in draft. I should also be grateful for contributions to the steering brief to reach me by 12 noon on Thursday 14 July.
3. These arrangements are subject to changes arising from the 12/13 July Political Committee. I should welcome advice from SEAD/HKD and EAD respectively on whether subjects 9 and 10 (Vietnamese refugees and the Horn of Africa) are ones we would wish to raise even if they are not on the agenda.
4. I should be grateful if ECD(I), ECD (E) and WED could prepare clutch card briefs on any Community or bilateral issues which the Secretary of State may need to raise.
