VIETNAMESE BOAT PEOPLE AND HONG KONG

The Prime Minister has considered the Foreign Secretary's minute of 6 June recommending that we agree to the Hong Kong Government introducing immediately a new policy to deal with Vietnamese boat people, namely screening new arrivals to distinguish between those who are genuine refugees and those who are in effect economic migrants. The Prime Minister accepts the recommendation and agrees that the Foreign Secretary should speak to the Chinese and Vietnamese Foreign Ministers in New York on the lines which he proposes.
