WILL UK MAKE NEW RESETTLEMENT COMMITMENT?

-

Resettlement alone is not the answer to the present crisis.

is one aspect of the problem and we are naturally examining all

aspects of the problem.

(If pressed) we are in process of carrying out the commitment

we made last year to resettle 468 refugees from Hong Kong. Our

facilities are very stretched. Cannot say whether we are able to make a new commitment at this stage.

It

(If necessary) since 1975 we have taken in 20,000 Indo Chinese

refugees. Over 13,000 of these are Vietnamese boat people from Hong

Kong. Third highest number from Hong Kong after Canada and US.

RATE OF INTAKE INTO BRITAIN

Reception of refugees puts considerable demands on local

resources. Is judged that gradual flow of around 20 a month is most

easily handled.

The voluntary agencies have an important role to play.

Government ensures that they receive adequate financial support.

RESETTLEMENT ELSEWHERE

We will intensify our efforts to persuade resettlement

countries to do more for Hong Kong. Major resettlement countries

have made significant contributions to resettlement of boat people. US have taken well over 60,000 since 1975, Canada nearly 20,000,

Australia about 6,000.

We will continue to urge these countries to maintain their high

levels of offtake.

CURRENT RESETTLEMENT RATES

Despite efforts of international community resettlement (2,200

in 1987, 1,100 so far this year) well below arrivals. Cannot keep

pace.
