UNHCR has responsibility for finding suitable cases in Hong Kong camps. Any way that this system could be improved?

First Asylum paper
UNHCR Hong Kong have prepared paper at Hong Kong's request.
strong pressure from some quarters in Hong Kong for Hong Kong
to cease to grant first asylum. UNHCR Comments?
