Long Term
1. To minimise any negative effects of HMG's policy of firm opposition to Vietnamese occupation of Cambodia;
2. to ensure that the United Kingdom is in a position to react as quickly as other OECD governments to the possibility of changes in the export credit and aid situation;
3. to ensure that the commercial/economic "section" of the Embassy has as comprehensive data resources and contacts with Vietnamese commercial organisations as is feasible given the staff and accommodation available;
4.
to establish an official presence in Ho Chi Minh City to enable Embassy to assess and report on commercial and economic opportunities more promptly and comprehensively.
Short Term
1.
Completion of creation of Commercial/Economic body of files, on British companies, on Vietnamese commercial organisations and on the economic and commercial information about Vietnam;

updating and computerization of Guide to Businessmen;
calls by HMA, First Secretary or Vice Consul on all major commercial organisations in Hanoi, Haiphong and Ho Chi Minh City;

maintenance of particularly close watch on and reporting of implementation of Foreign Investment Law and its subsidiary legislation and regulations.
