The Presidency raised this question, referring to a paper prepared by Ambassadors of the Twelve in Peking which I had not seen. Zeller noted that while the paper was quite good on human rights it contained nothing on the positions of partners on the status of Tibet, adding that this might be because of the UK position of recognising Chinese suzerainty over the region (a) position which he appeared to regard with some favour). It was agreed that the Political Committee should simply be asked to take note of the report.
DRUGS
26. I spoke strongly on the lines recommended in the brief, urging colleagues to ensure that their representatives on the Pompidou Group were made aware of the seriousness of the drug situation in Asia. The Presidency undertook to follow up our proposals and, if necessary, to return to the subject at the next meeting. If NCAD have more detailed suggestions for action which the Presidency might take, these could usefully be passed on to Mr Zeller when he is here for talks on 26 February.
INDONESIA

The Netherlands representative said that the Dutch Ambassador in Jakarta had been asked to check on rumours of further executions and, if they proved correct, to make bilateral representations. He hoped that there could also be joint representations by the Twelve. The Presidency said that according to their information three persons were involved, one of whom had been executed in November while the other two were still alive. This made joint representations both useful and urgent. A Coreu would be sent proposing a text.
