There was a brief discussion about the bombing of the Korean airliner. The Presidency gave an account of the first day of the Security Council debate. I was able to cap them by completing the story. The Germans said that they had decided to refuse visas to some North Koreans who had applied to open an insurance agency in Hamburg. The Presidency said that the Terrorism Group would be asked to look at the security situation before the Olympic Games.

PHILIPPINES

Zeller (my former colleague in Manila) was keen to get agreement on a short positive statement on the situation in the Philippiens which might be issued by Political Directors at their next meeting. Noone saw any objection. The text produced by the Presidency (and slightly tided up by me at their request) is attached.

TAIWAN

23. Having cleared my lines first with the Presidency I spoke about Taiwanese attempts to pressurise EC countries on the lines suggested in paras 1 3 of the brief. The reaction from partners was positive, both at the meeting itself and in the margins. There was general agreement that the Taiwanese had stepped up their efforts to win political concessions by making use of their contacts with sympathetic parliamentarians and businessmen in search of contracts. A number of partners described problems similar to those which we face over approaches to the Prime Minister and the Secretary of State. The idea of trying to produce some kind of guidelines was quite well received. The Presidency undertook to produce a summary of current practices and possibly a draft for guide- lines in preparation for the next AWG. I gave the Presidency copy of our draft guidelines but did not distribute them generally.

These institutions provide "technical help" to the Consulate General in Hong Kong over the issue of visas.
